CAPARAS BE NATIONAL ARTIST FOR VISUAL ARTS WHEN HIS COMICS ARE NOT ILLUSTRATED BY HIM BUT BY OTHER ARTISTS?
I was a associate of the Stamp Advisory Committee (SAC) of the Philippine Postal Corp after different years, and the Chairman of the Designing Sub- commission (SAC) money 2005.
Together with Philatelic A-one Dr. Ngo Tiong Tak, Chairman of (SAC), we instituted the National Stamp Collecting Month dedicated to the Arts in 1994, we titled the issues Great Achievers in Philippine Art.
Naturally the artworks chosen after the stamps were of artists who are achievers, National Artists were prearranged predilection.
